Crv mileage

I just bought a 2002 Honda Crv. It was as-is, 167,00
miles.Carr in great shape, no trouble accellerating, very
peppy, tranny smooth.I filled gas tank from almost E, and
so far, almost 3/4 tank left, and 197 miles on trip.This
seems very low. 18-19 per gallon. Granted, weather been
snow and ice, and driving hilly, curvy backroads for most
part. Not burning rich, but some leaked oil visible. Could
this mileage be normal for conditions, or posaible egr
valve needed replace?

Clarified...3/4 tank spent, not left.
