03 GMC Envoy reduced engine light is coming on truck only goes 30 mph; is this an oxygen sensor???

While driving down the road a light comes on that reads REDUCED ENGINE POWER and the truck will only go about 30 mph. If you turn the truck off and restart it then its fine. At times when Im at a stop light it will die also. Is this the oxygen sensor????

Gmc envoy 2003 is running fine and all of a sudden REDUCE ENGINE POWER COMES ON AND IT WILL SLOW down completely even if I step on the gas it will not go more than 10 mph what could this be ?
