how to remove plastic screws on cover

well the screws are usually a phillips screw driver and if the screws are just turning and not comming right out then they are probably stripped. try inserting a standard screwdriver (or small pry bar) between the license plate light housing and the top of the plastic cover and gently pry while unscrewing the screws. they should come right out.
