what does it mean when the check engine light comes on?

Your OBD has detected a fault. What car do you have and year? Old (very old) cars can have the CEL triggered just by mileage, instead of modern "maintenance Required" to remind you to change the oil

To everyone who responded to my questions a big "thank you". The car is a 1999 Peugeot 605 with @ 160,000 km. I am located in Bangkok, Thailand. Peugeots are not very common here thus any maintenance is rather pricey! Thanks again to everyone!
