98 ford ranger revs at stop

98 ranger with a 3.0 and a 5 speed when you stop after driving in neutral the rpms will go up to between 2500 and 3000. if you tap the gas pedal it comes down to around 1000 where it should be idling. any ideas what could cause this? thank you for your time

idle air control valve sticking would be my first guess.

is that something that you can like spray out or is it replacement only?

You can clean it out. But alot of times they just go bad and cleaning wont help it.
