when the manual choke is close coin shape piece should be lying flat or up and down

when your choke is closed it is restricking air flow to the carb which will cause a richer mix of fuel to enter the combustion chamber. Therefore, the flat coin shaped part will be flat accross the airhorn


if it open when choke is close it means that choke needs to be adjusted ?
