how do I report questionable practices

Question type: Car Selling & Trading In

Dealer advertises price of 12,400.  I go to buy and they add $3,700+ as part of
certification and dealer extras.  Is this false advertisement???

It's called Bait and Switch and dealers do it all the time. Is it legal, No, but who is to stop them? Legal fees are expensive. Just don't purchase a car from them.
