04 overflow tankt over

Should there be fluid in the overflow of an 04 grand am when the engine is cold? No engine light, car isn't overheating, but I don't drive it far. I've had the water pump & the upper hose replaced

There is a cold line and a hot line on the reservoir. The coolant should be at the lower line (cold) when the engine is cold.
