If a person makes an offer is it
binding? Can people make fake
profiles and make bogus offers?

All that's needed to make an account here is an email address, so I suppose you can get fake offers from fake accounts.

I have no idea why people would make fake offers. It is just too easy to make an offer through the system. People should have to see the car in person before making an offer.
