95 ford-150. fuel pump not responding??

ive replaced the battery, checked reset button, replaced maxie fuse and circuit breaker under the hood. normally when I hit key I can hear the pumps come on, but now all I hear is a click-sounds like maybe it comes from under drivers seat or frame rail. btw this model has 2 gas tanks and neither are working now. idk what to do/check next >.<
