cold start problem

1997 tacoma 2.7 li wont start without a shot of either.once it has been started it
runs fine and it starts fine, but if it sits for couple hrs  you have to repeat the
either start

My first thought is cold start injector. Or, wonder if fuel pump is going bad or there is something wrong with fuel line between pump and fuel injection.
