Do you mean the engine cranks but won't start or that it's not cranking? Have you had your oil changed lately or overheated? Make sure the tech put the plug in tight cause it sounds like your engine is seized... longshot .. check your timing belt because if it broke and you have an interference engine ,, the pistons could be jamming against the valve .. not necessarily an expensive repair if nothing got bent

Yes it turns but it skips well it trys to turn over like the flywheel ring skips but it dose not start, oil change was 2 months ago, new starter and battery

No engine light was not on before. Fuel pump is turning on
