Can someone explain the overdrive strategy on a 1995 Ram 1500?

I have a 1995 Ram 1500. The overdrive does not work. It has a cancel
switch on the dash. The overdrive off light does not come on when I push the
button. The switch appears to be momentary contact and appears to
function. I electrically tested functionality of the switch. I have continuity
through the overdrive solenoid. With the key on, the wires to the solenoid
have power and ground.
