1996 chevy blazer

Fuel pump pressure is at 45 and the
batteryis at 12.8 and it will turn over but
won't fire unless u hook the battery charger
up to it and then it fire at 94 to95 % what
could it be to start without using the battery
charger

When u hook the battery charger up to it and let it charge to 96 it will start
