Gas tank /Evap connections

I am trying to reinstall the gas tank on my 1999 Mustang Cobra SVT(4.6). On the top of the tank, on the passenger side, there are 2 blue plastic (ports/valves?) that I believe are part of the evap system. One port has two openings, but only a line to one of the ports. I cannot find anything to connect to the second port. Is that port open to the atmosphere?

Today my boyfriend (now ex) fried my aniti-theft system. I turned the key, and it was all smoke and flame. I'm heartbroken over my Cobra, she is my baby. While attempting to tow her since she fried and died, my abs locked up and I smashed into the person towing me. Talking about adding insult to injury, anyways: Can she be repaired? Or am I going to have to completely rewire her completely??

How does this work if the people buying the car are out of state

I have had two offers for my car and accepted them and that is as far as it gets I never hear back from car gurus or the people that put the offer in. So what’s up with that? Is this site for real?
