99 XH OVERHEATS AT IDLE ONLY

My 99 xj OVERHEATS at idle only.  
New water pump, new fan clutch, new cts, new
thermostat and a new fan relay with good radiator cap.  
Coolant level is perfect. The electric fan will only come
if i unplug the connector to the cts then it causes the
engine to run rough.  Been fighting this overheating
issue for 3 years now...... oh yes the radiator is new
also.  Any help would be greatly appreciated

Either the Coolant Temp sensor is working backwards or radiator is blocked. The best bet is to first watch the car heat to 212° and watch the fan kick on. If it doesn't then that's the problem. If fans kick on then move on to checking in to radiator being blocked. Using a digital Temp sensor point it at the radiator any cold spots then you know it's blocking up.

I realized you said radiator is new. The only left is to check head gasket to see if it's blown

See if fans come on after car is up to temp like british77 said. Do the motors work on the fans? If so it is a control issue if they don't come on. Are you using coolant? (Losing). Pressure test system also.

Tennis: good answer if a DIY has a $3000.00+ computer and then knows how to use it. Try to explain in cliffs note terms. You and I have and know how to do what you explained but some on here want a "what can I do" answer.

Did you ever figure out the problem? I’m having the same issue with my 99 XJ. Changed all the cooling system components and the Jeep still overheats at idle.
