Test or charge the battery or the parts store will , make sure batt. terminals are tight , If headlights are nice and bright it could be the starter , test for power at the solenoid wire when you hit the key

1998 could be an ignition switch, gear selector switch if it has and automatic transmission, clutch switch if a standard transmission, no power to starter solenoid or the starter due to wiring problems.
