1998 buick park ave. a/c compressor is not engaging. got 12v at the compressor wires, without starting the engine or even when the key is off. is this normal

got 12v at the compressor wires without turning the key on..is this normal?

You should not have any voltage going to the clutch with the key off. Did you just buy the car, did it work ok until recently? Someone may have wired it directly.... There is a relay that kicks the compressor clutch in......even if they jumper the relay, I don't think it will get voltage.
