i have a 96 buick park avenue. the clutch on the a/c is not engaging... is it the compressor thats bad or what?

my a/c started blowing hot air.  when i looked under the hood i noticed the clutch wasn't engaging.  was wondering if it was a bad a/c compressor or what?

When the refrigerant gets below a certain pressure, the clutch in the compressor stops working. My just be low on refrigerant or may have developed a leak somewhere.
