the window in my 1997 vw cabrio won't go up or down but its not the motor. something came loose inside

sounds like a broken cable, it probly needs the power window regulator replaced.

I'm sorry to say the same the window lifter has some plastic parts that brake and the cables go loose. If you hear the motor when you Press the button the lifter is broken.

I would definately say it's the regulator. Shop around on the internet to get the best price. I have had to replace 2, not too big of a job, just be sure to get extra door panel clips for the ones that you will break.
