I have a 99 cavilier automatic 2.2 my anti theft will not go off keeping the car from starting will not get gas. How can i disconnect the anti theft?

Hit a deer air bags went off . Also had a taggo switch to give the car gas had issues with that before but since the deer the anti theft will not go off it did off and on for a week now it wont start no matter what. Help plz
