Not getting fuel

Hi guys about 5 months ago I bought a
1999 cavalier and replaced my plugs,
starter, alternator, and battery and my coil
pack not to mention my relay and ignition
switch. But anyways I am not getting any
fuel in the lines at all and the filter is not
clogged it’s a brand new filter. So with that
said I suppose the question is why is my
car not getting any fuel in the lines or to the
block itself? One mechanic told me to
replace fuel pump but you can here the
fuel pump working when you start the car.
But took his word and bought the pump
and have it sitting in my passenger seat.
And also my horn goes off and does not
stop unless I unhook the battery and
suggestions and anybody that knows how
to solve these issues please let me know it
would be greatly appreciated. I have not
been able to drive it since I got it, it ran for
a week and that was it and I kinda miss my
car.

Make sure battery has a full charge and connections all good. Just speaking for myself, I can't hear fuel pump run with engine cranking? The fuel pump prime, key on no crank, is fine as far as it goes. You need to check fuel pressure, engine cranking. I'm not sure what all testing you have done? If it cranks good but won't start, have a helper crank it while you visually check for spark at the plugs and fuel injector pulse, If your missing everything, fuel--spark--fuel injector pulse, I'd check for rpm signal, that comes from crank sensor. I'm not saying replace anything, but, we need more info about testing. Engine cranking if you have good spark at the plugs and fuel injector pulse, then we can concentrate on the fuel system. I haven't checked about your security system, where applicable, might be something to think about? Any applicable trouble codes?

I wanted to add, even if you can hear the fuel pump, that doesn't mean it will make pressure. The initial prime should put fuel in the lines. It very well could be the fuel pump.
