Question type: Maintenance & Repair

Car wont rev past 4000 rpm in gears
2-5. I just replaced a water damaged
tcu and did a relearn with the tech
stream. Codes p 1656 ocv circuit
malfunction bank one. The vvt
selenoid is working fine. The wiring
was also checked and is ok. What
could be the possible solution?

Plugged Catalytic Converter? This is my standard guess today-
