blown fuse problem

when i start my car and turn the headlight switch on it blows my fuse to the dash and tail lights could my switch be bad

Sounds like a short somewhere in the circuit. Check all wires going from switch to lights. Check for harnesses that are worn through. The short could be in the switch also. Electrical gremlins are never easy to fix and usually take patience to back track through the circuit.
