cooling fans

its -13 deg c out and the fans are coming on to ,think this is why the temp is dropping from 1/2 to between 1/4 and c on the gauge and blowing cool air ,could the pcm be the cause? this just happened out of the blue one day from one day to the next

I would check and replace the fan sensor first before condemning the ECM.
