All four signal lights burnt out and indicator is flashing really fast.

I changed all four bulbs and the indicator in the dash is still flashing really fast

Yes I did. When I turn the lights on all of the bulbs light up. But when I try to signal or step on the brake nothing lights up and the flasher still flashes fast. Do you think it could be the flasher itself?

I can't even figure out where the flasher is my guess is under the dash. I've looked in both fuse blocks and no luck

Fast flasher is due to too much current draw. There is probably a small short somewhere - a pinched wire, a corroded connector, or something, that is allowing current to flow to ground through the circuit. If your brake lights aren't working that's a clue that the problem is somewhere in the Stop/Haz circuit, which is always hot. Try pulling the Stop/Haz fuse out and see if the flashers work correctly.

Ok I will try that but I'm pretty sure the stop lights and turn signals are on the same fuse. I believe there is a short and will look for that too. Thanks for the diagram

My 2009 Pontiac Montana SV6 turn signal flashed really rapidly. I changed bulbs and checked the turn signal switch but still the same. I looked for turn signal relay and timer but there were none of those. I checked the ground connections and I also tested with temporary ground wire to bulb, but flashed the same way. I followed the flasher clicking sound inside dash panel. Turn signal flashing signal was coming from the printed circuit board of the dash. I followed the turn signal wires to the fuse box beside the window shield washer tank. Finally I found the corroded bad connection underneath of fuse box. It wasn't easy but cleaned connector and no more problem.
