black smoke on the rear bumper like it is not burning the gas properly

My son just got a 1994 Pontiac bonneville, it was given to him.  The car runs rough, and there is a lot of black smoke on the tail pipe, my husband says it is from the fuel not burning properly.  He isn't sure if the distributor cap might be cracked, needs just plugs, or what he should check first.  It has almost no power upon acceleration. Any hints?

Check Engine light should be on. If not, bulb may be burnt out. Have vehicle scanned.

definitely needs to scan... also how is the engine temp? , oil consumption? , coolant condition(green?/ pink?)? exhaust seem to flow free?

The engine light is not on. All of the lights in the dash are lit, this thing has more features than any car I've ever seen. It has a compass and a computer panel that shows if the headlights are out, and all of that, everything in the panel works. The big problem is acceleration, and the black smoke from the exhaust. The car has no power. It doesn't use oil. The man that gave the car to my son says he never ever had the oil changed or had the car tuned up, so that is the first thing we are going to do, but my husband is very concerned about the black smoke. We don't want to put too much money into this car if that is a serious problem.
