Need Resistor Voltage Help

Does anyone know the voltage coming out of the resistor at each fan setting?
I'm trying to diagnose if my blower motor issue is the blower or the resistor. I
have 12-volts at each connection going into the resistor (except the ground),
but also have roughly 7.5 volts on the Lt Blue wire (speed 2), 7.5 volts on the
tan wire (speed 3).

The amps may set the speed , voltages may stay the same , what problem are you having ? If the motor is getting voltage and works then it must be good . I'm going to say it should get the 12 volts and there's a problem elsewhere maybe the selector , maybe clean the contacts .

It's the resistor block, I'd bet money on it. GMs from this period are notorious for burning out the resistor blocks. The block and pigtail must be replaced. Hope that helps! Jim
