Overheating 2001 Mitsubishi Galant ES

My 2001 Galant starts to overheat as soon as it gets into stop and go traffic. I
have replaced the thermostat, radiator is about 2 years old and there are no
leaks in the system. Also about 3 years ago I have the water pump and
timing belt replaced. I noticed that the lower radiator hose is cooler than the
upper radiator hose. Also when the temperature is near the high mark and
you put the car in neutral and rev it, the temperature drops back to normal.
All of the above makes me suspect that there is a water circulation issue with
the pump not delivering the required flow. Am I correct to suspect that? Is
there a way to change the pump performance (e.g. tightening the belts?) or
should I go and replace the pump? Could it be anything else?

Yes the fans are coming on fine. Exhaust looks normal. There is no water in the oil or anything like that...

Is there a chance the thermostat is junk ? The thermostat opening and closing dictates circulation , A water pump is an impeller type thing and when it fails the bearings will leak but it will still circulate water nearly just as well .[far as I know]

I replaced it twice with no luck. I then run the car without a thermostat for about a month. It was still overheating.

It has been going on for about 6-9 months now. I have also replaced the temperature sensors with no luck.

from what I know these are prone to problems , Hopefully you don't have too much invested .
