how much would it cost to install a turbo in my 03 eclipse gts? and can i do it myself?

You can do your self but will need to have more than just a basic knowledge of auto mechs. The site above will have all the info and help you will need tho.

Price depends on if you going all new equipment, single or twin turbo or possibly buying a donor turbo car that you can get most of the items you need to make this happen. So rough guess $1000 - $5000+.

How big is your bank account? After doing the turbo install, you will blow the engine, eventually, because an engine must have heavy duty everything to withstand turbo loads- why not just take that fortune now and buy a fast car that was made to go fast?

umm depends on how much boost you're running. My 03 vw passat has about 7 pounds of boost stock. Very low boost but its still a turbo :)
