Heater Hot/Cold Problem

Either the blend door actuator motor or potentiometer is not working.  I removed the actuator and rotated the temperature control from hot to cold and the shaft on the actuator does not rotate.  How can I check to determine the exact source of the problem?  Will check fuses too.  I have checked the blend door manually and it is working properly.

I own a 97 also and mine is doing the same thing. The top of my door is broken though. The only real way of knowing is having the factory Ford scanner (IDS) and watch the feed back from the motors on the scanner
