1995 Millenia S isn't heating what will fix this problem

the start would be check the heater hoses under hood, both hot, in and out, then you got circulation, good, now its the diverter flap under dash not moving to blow air over hot core , some work by vacuum, some motor driven , if both hoses not hot ,something is stopping flow,shutoff valve,or plugged coare
