steering wheel wont go down motar goes on but makes clickin noises

could you please be more specific with "steering wheel wont go down" the tilt is not working? as far as the engine making a clicking noise try shutting the car off and checking the old. if its low the lifters will make a clicking noise. if the oil level is ok there is an additive that you can get (its called MOD i believe) that will reduce lifter noise.
