Struts n shaky sterring wheel at 40mph

Probably the upper mounts are shot. At least you identified where the problem is now you have to replace them. Usually it's good to put a whole new assembly in there. Luckily for some cars you can buy the whole unit done already and not have to mess with compressing the spring and all. Enjoy!
