Flashing Running Lights

When I turn on my vehicle my running lights automatically turn on and after a few minutes they will begin to flash... I have now made a habit of turning on my headlights when getting into my vehicle to avoid this from happening while I am driving.

Any ideas why this is happening and is it an easy fix?

I had the same problem on my 2003 Mazda Tribute, after replacing and pulling a bunch of relays and fuses I finally tracked it down. Behind my passenger headlight, there is a wire dangling that would be used for my fog lights that my car is not equipped with, I plugged my multi-meter into it and I saw the voltage fluctuating between 5v and 8v, I pulled the fuse for the fog lights and my running lights have not blinked since.
