Jeep TJ no crank, only clicks

I just replaced the power steering pump on
my ‘97 TJ 2.5. It sat for approx 3 weeks while
I got all the parts and tools together. Now
that the pump is in, it won’t start. I turn the
key and I hear a rapid clicking but the engine
does not turn over. I assume because it’s
clicking the battery is good. Does this mean
my starter has gone bad?  Any help will be
appreciated.
