I have a 95 honda 2 door it is idling weird what could it mean . While sitting at a light it idles above 2500 rpm it goes up then down, up then down.

i just got a Honda Accord 2010 coupe. my question is why will my car not start or even make a sound? When I open the car door the lights inside the car are very dim. My key is barely able to move the locks so I have to do it manually.
