Did 1999 ford mustang have a chip in the key

Car won't start the anti theft light
blinking real fast . Had two keys made
from locksmith and still won't start

I have a 1999 ford Mustang, I put a fuel pump,n I'm still having problems, it turns over bit it want start,I have key that have chip in it ,but where the chip is at its cracked, could that be the problem why my car want start, can anybody give some good advice on what to do
