If this is a manual seat track they are set from the manufacturer so lowering a factory track is something that just can’t be done. Now if this is a power seat and the seat is stuck in the full height position that means the seat track drive has stopped working. The only way to lower it is to remove the seat then remove the track assembly, disconnect the motor for the height adjustment and see if the cables will turn, if they do then you can set the track downwards, both sides need to be done at the same time, you need to also be aware that some tracks are spring loaded and it may give you fits trying to run it down. It sounds like you need to replace the seat track assembly. Possibly a used unit that is guaranteed to work.
