1988 300E Mercedes. A/C fan stays on always.

1988 300E Mercedes.  The AC does not cool, perhaps I have a leak in the
Freon line.  My specific question is:  The fan is always on and the dashboard
panels will not stop it.  What is wrong?  Looked at the fuses and the ventilation
fuse is combined with other devices and services, which if I pull affects them.
