How do i reset the computer on a 1989 volvo 740 gl

my car feels like it is in 2nd gear and not 3rd gear when going fast. Feel tension on the gas pedal.

You pull the ECM fuse out for 1 minute, or disconnect the negative on the battery for 1 minute.

It starts and runs fine but then. When I turn it off and try to start it again it won't start if I let it set for awhile it will start
