How to bypass the power steering pump on a 1994
dodge Dakota?

Very bad idea. You can cause additional damage to rack or gearbox without the pump. Not to mention the gearing is not designed to be operated without power assist, it will be heavy and hard to steer. The work in trying to eliminate the power steering on a car would likely cost more than to simply fix or replace a pump or hose.

I don't have the money to tow it and want to get it back to the house until I can fix it

The racks pressure seals can fail without pressure behind them if operated for any length of time, and once pressure is restored they'll leak. That's a $1,500 rack versus the cost of a tow. If the pump's seized then the serpentine belt is not going to move, and it would take more money and effort to bypass the pump. You would need to put in place a dummy pulley and move the pump out of the way, unless by some chance a shorter belt can be found and configuration of pulleys allows for a shorter belt to skip PS pump. Maybe you can find friend with a tow bar to help you tow it back?
