1996 neon why is the fuel pump fuss keep blowing out in the car

Bad fuel pump or short in wiring. If you can unplug the pump and it don't blow fuse it is pump if it blows fuse you have a short in wiring.

The fuel pump is likely drawing too much current or there is an electrical short to ground in the wiring or the pump itself.
