Engine does not start, it cranks but not starting, good battery, new plugs,new ignition system

suddenly the engine failed to start. it cranks but will not start.
1- new battery
2- new ignition system
note:- before that problem the engine shuts of on lift turns if the fuel tank level
is lower than 1/4 of the tank.
