2002 neon Biggs down intermittently while accelerating

My neon starts up and idles fine warm or
cold but when I'm driving for extended
periods out of nowhere the engine bogs
down and it will not accelerate. I have
replaced the plugs, wires and pack. When it
starts doing this I found out I can shut the
car off and restart it as I'm coasting and
then it will run normal again for a few
minutes. When it acts up I can only feather
the gas to get it going. The RPMs bog down
with the engine so i don't think it's a
transmission issue. It shifts fine. When the
engine runs it sounds healthy. Doesn't use
oil or coolant. I inspected all the vacuum
hoses I saw. I drive the car 40 miles one way
to work. This issue happens like clockwork
almost. I can almost time it when it will start
bogging. Which takes about 25 miles. In that
25 miles the car runs great. Good
acceleration and shifting. Could it be a bad
throttle position sensor maybe.
