Shifter arm on transmission itself

My 03 neon won't shift to any gear except neutral. I
have it on jack stands and removed air cleaner
housing to access the transmission, I put my hand
on the shifter arm on the transmission and can
move it easily with my hand and it moves through
park, neutral, drive without catching gear but will
catch the others, can anyone she'd some light
please. First time owning a dodge and working on
one. I know more about fords and chevys lol.
