All my lights on my 04 Dodge neon r/t are flickering. What could be causing this?

All my lights on my 04 Dodge neon r/t are flickering. What could be causing
this? And how do I fix it?? Thanks!

Flickering on dash or outside driving lights? Only do it with key on or do it even with key removed? Might want to check battery connections. Loose/dirty connections may cause issues like this.

On the dash and driving lights. With the key on. Also, horn is not working when I push it but will sound when I arm the alarm.

Check ground wires and your wiring. I had a loose ground by the head light. Made the car want to cut off
