seat back latches dont work can't move seatback

Not uncommon situation. DO NOT FORCE THE HANDLE. You do not want to break it! You are going to have to remove the seat back to get at the handle mechanism to realign the wire release mechanism connected to the handle. The problem will become obvious once the mechanism is exposed.
