92 seville, air fan only blows high, cant be regulated

My 92 Cadillac Seville, air works good and is very cold, but only works on high fan. I cant turn the air down.

some..dont know the cut off year has a dedicated fuse for high speed only..did you check the blower/ac fuse in the fuse box for the other one???
