I have a 2011 Subaru Legacy the brakes are soft

I have had the calipers done, master cylinder, new rear brakes and it is still at
the dealer.  What could be wrong?

Bleed it again. If the caliper hoses have gone soft you will have to replace them.

The hoses are usually ok, but yup, sounds like it needs a bleed, as air entered the system when the calipers were "done." I've not seen ANY 2010+ Legacy/OB calipers nor masters needed yet. What happened here?
